RTÉ Publishes Report Report Examining Voluntary Exit Programmes operated in 2017 and 2021

RTÉ is today publishing the independent report by McCann FitzGerald LLP, which reviews RTÉ’s voluntary exit programmes in 2017 and 2021.

2017 VEP

The report finds that over 250 applications were submitted under the 2017 VEP and 176 were successful. Cost savings of 80% or more were identified in the vast majority of successful applications. In a small number of exits, cost savings of less than 80% were identified and regard was had to specific business cases in deciding whether to accept/reject their applications.

In relation to Ms Breda O’Keeffe, the former Chief Financial Officer, the report finds that Ms O’Keeffe’s application was the only one not considered and approved by the Executive Board as was required under the rules of the 2017 VEP, and that “the terms of the 2017 VEP were not complied with.” The report concludes in this regard that the failure of RTÉ to follow the rules of its scheme rests with it.

In 10 cases, applications for exit under the 2017 VEP were approved and termination payments, including statutory redundancy payments, paid, but the report finds that these departures “did not … satisfy the requirements of a redundancy within the meaning of the Redundancy Payments Acts.” The report observes that the Revenue Commissioners may take the view that RTÉ should not have applied the tax exemption applicable to statutory redundancy payments to the payments received by some or all of these individuals, and that “this will … be a matter for the Revenue Commissioners to determine.” However, the report clarifies that, under the rules the 2017 VEP, it was within RTÉ’s power to accept voluntary severance applications where the criteria for the 2017 VEP were satisfied, even where a statutory redundancy did not arise. RTÉ has already written to Revenue in this regard and will engage in a process with it.

2021 VEP

The report reviewed all formal applications that were submitted under the 2021 VEP, and concludes that all applications were considered consistently and that all departures were in compliance with the terms of the VEP.

Kevin Bakhurst, Director-General, RTÉ, says: “RTÉ accepts the findings of the McCann Fitzgerald report, which I commissioned. The report finds that the rules of the two schemes were observed in all instances save one. I remain shocked by this serious breach of procedure – my aim continues to be the implementation of measures to ensure this cannot happen again.

This report arrives as we near completion of a new Governance Framework for RTÉ, informed by ISO 37,000 standards, which will enshrine best practice governance standards across the organisation. I am satisfied that the additional systemic protections that have been introduced over the last six months will safeguard future processes, including the broadening of the terms of reference and oversight controls of the Remuneration Committee, and stronger governance procedures at Interim Leadership Team level.”

The line-up for this year’s RTÉ Choice Music Prize live event, in association with IMRO & IRMA, has just been announced by Tracy Clifford on RTÉ 2FM.

Seven of the ten nominated acts have confirmed to perform at the event in Vicar St in March.

The winning album will be announced at the RTÉ Choice Music Prize live event in Vicar Street, Dublin on Thursday 7th March and broadcast live on RTÉ 2FM in a special four-hour extended show with Beta Da Silva from 7-11pm. A special TV show will be broadcast on Thursday 14th March at 22.30 on RTÉ2.

The Classic Irish Album will be announced live on the Will Leahy Show on RTÉ Gold on Thursday 22nd February, followed by a full play of the album, with additional mentions across the day on RTÉ 2FM and a Classic Irish Album feature on Dan Hegarty’s show. The prize will be presented along with the remaining prizes at the live event in Vicar Street.

The Irish Song of the Year 2023 will be announced by Tracy Clifford on the day of the live event, Tracy will also host the event that night. The winners of the Irish Album of the Year, Irish Artist of the Year and Irish Breakthrough Artist of the Year will all be announced at the live event from Vicar St and on RTÉ 2FM.

RTÉ Choice Music Prize Conversations will take place on Thursday 7th March at BIMM, Francis St, Dublin. With four topical music industry discussion panels taking place between 12.00-16.30, Conversations brings together artists and music industry professionals to discuss and explore some of the key issues affecting both performers and the wider industry at the present time.

The 19th annual RTÉ Choice Music Prize will once again celebrate the best in Irish recorded music. The Prize has become one of the music-industry highlights of the year since its inception in 2005. The Irish Album of the Year award is chosen from a shortlist of ten albums by a panel of eleven Irish music media professionals and industry experts. The list of judges is available via http://www.choicemusicprize.ie

The winning Album of the Year act will receive €10,000, a prize fund which has been provided by The Irish Music Rights Organisation (IMRO) and The Irish Recorded Music Association (IRMA). All shortlisted acts will receive a specially commissioned award.

RAAP, Culture Ireland, First Music Contact, Minding Creative Minds and Cultural & Creative Industries Skillnet are also official project partners of the RTÉ Choice Music Prize.

Through its funding of the Music From Ireland programme, Culture Ireland’s support of the RTÉ Choice Music Prize will be directed towards shortlisted artists, as well as assisting the RTÉ Choice Music Prize “Conversations”.

Bambie Thug will represent Ireland at The Eurovision Song Contest 2024

Bambie Thug’s Doomsday Blue is chosen on Late Late Show Eurosong Special

Bambie Thug will represent Ireland at the Eurovision Song Contest 2024, having emerged victorious on The Late Late Show Eurovision Special on RTÉ One tonight, following a tension filled national final!

The artist, from Macroom in Co. Cork, will now travel to Malmö, Sweden in May, where Ireland will compete in the 68th Eurovision Song Contest, bidding to qualify for the grand final on Saturday May 11th.

Speaking just after the show, Bambie Thug said: “I don’t know how I feel – I feel incredible! My words are gone… as a lyricist you’d think I’d have more to say but I’m speechless – I’m so excited and I promise I’m going to do you so proud.”

Presented by Patrick Kielty, all six hopefuls took to the Late Late Show Eurosong Special stage tonight, showcasing their entries to the nation before the voting lines were opened up to the public. A panel of experts joined Patrick in the studio to give their analysis – Dancing with the Stars judge and choreographer Arthur Gourounlian, singer and 1993’s United Kingdom Eurovision entrant Sonia Evans (Better the Devil You Know) and RTÉ Radio 1 broadcaster Louise Duffy and comedian Gearóid Farrelly.

The other Eurosong competing acts were:

Last autumn, RTÉ issued a callout on The Late Late Show for artists and songwriters with the talent and ambition to compete and succeed in this highly competitive environment.

The 68th Eurovision Song Contest 2024 will be held in Malmö Arena after Loreen scooped the coveted title for a second time with her entry Tattoo for Sweden in 2023. Two semi-finals will take place on Tuesday May 7th and Thursday 9th followed by the Grand Final on Saturday May 11th 2024.

The Draw to determine which Semi-Final Ireland will compete and vote in will take place on Tuesday 30 January at 19:00 CET live from Malmö, alongside a ceremony which sees the Host City insignia pass from previous hosts Liverpool to Sweden.

RESTATED EARNINGS FOR 2021 ALSO PUBLISHED

RTÉ is today publishing the earnings for its ten highest-paid presenters in 2022, along with the restated earnings for 2021.

This follows the publication by RTÉ in February 2023 of earnings for its highest-paid presenters in 2020 and 2021, and the correction of the public record in relation to the information RTÉ previously provided regarding Ryan Tubridy’s earnings from RTÉ during the period 2017-2022.

The total cost of RTÉ’s highest earning presenters represents less than 1% of RTÉ’s total operating costs.

RTÉ employee remuneration in the table below represents salaries, employer pension contribution and related benefits. Contractor remuneration in the table below represents fees payable directly by RTÉ for services provided to RTÉ only in 2022 and excluding VAT; it does not include fees that may have been paid by independent production companies for programming or content commissioned by RTÉ. Contractors do not earn salaries and RTÉ does not make any pension contribution on their behalf.

RTÉ Deputy Director-General, Adrian Lynch said: “Today we are publishing the total earnings from RTÉ by our highest-paid presenters for 2022 along with the restated earnings for 2021. As previously confirmed by Kevin Bakhurst, going forward, details of RTÉ’s highest paid presenters will be published annually as part of RTÉ’s Annual Report starting with RTÉ’s 2023 Annual Report which will be published later this year. While RTÉ has committed to reducing the cost of its highest paid presenters to ensure that no contractors or employees will earn more than the Director-General, our presenters play an important role in RTÉ’s provision of vital news, information and entertainment to audiences right across the country and enable us to generate commercial revenue which is essential to fund RTÉ’s public services.”

Statement by Siún Ní Raghallaigh, Chair of the RTÉ Board

The Audit and Risk Committee (ARC) of the RTÉ Board commissioned Grant Thornton to conduct an independent fact-finding review in relation to Toy Show The Musical, as part of an ongoing and thorough process in addressing issues around management, governance and culture in RTÉ. The review is now complete, and the Report has been furnished to the ARC and to the RTÉ Board.

It confirms a significant lapse in oversight of the project.

The Board acknowledged the serious deficiencies now highlighted in the Report at a Board meeting last July and has since taken the necessary steps to ensure there is no repeat of these failures.

The Report finds that Board approval was required for Toy Show the Musical, and it also finds that the formal approval of the Board was neither sought nor provided for.

The Report clearly illustrates that the Board was not kept appropriately informed about the project as it was being developed. External expert advice was ignored. Information was also withheld from the Board. Significant contracts were committed to without the knowledge or approval of the full Board.

The Executive should have been interrogated by the Board on the project, on an ongoing basis and in a much more rigorous fashion.

The commercial risks associated with an undertaking of this nature were grossly underestimated. The project was not appropriately stress tested.

The Report also highlights a failure in generally accepted accounting practices, in that sponsorship was not correctly presented to the Board and all costs were not properly captured and linked to the project.

Since this series of events, the relationship between the Board and the Executive has been redefined and governance structures have been reformed and strengthened.

  • Risk assessment is now central in all decision making at Interim Leadership Team level.
  • The Board now receives the minutes of all Interim Leadership Team meetings at its scheduled meetings.
  • A new formal approval process has been established for significant expenditure projects, which goes through both the Interim Leadership Team and the Board.
  • All submissions to the Board relating to expenditure approvals must now include a risk assessment and a business case.
  • The level above which Board authorisation is required has also been lowered to €1 million. This applies to sports rights, programme acquisitions, programme commissions and operating expenditure.

We are working with the two Government appointed Expert Advisory Committees – on Governance and Culture and Contractor Fees, Human Resources and other matters – which were announced in July and are anticipated to report in February. We are committed to continuously reviewing processes to ensure that they are in line with best practice.

As Chair of the RTÉ Board I would like to apologise to the public and to the staff of RTÉ. The Board is focused on driving the change necessary to fully restore confidence in the organisation, and to working with Government to establish a sustainable funding model that will ensure that RTÉ can continue to deliver on its important public service media remit.

Where Life Sounds Greener is a series of new inserts on RTÉ lyric fm, as listeners are invited to meet some extraordinary people, each one driven by their love of nature, and hear the music that has inspired them in their connection with the natural world.

As spring unfolds from February 1st, programmed across the week, RTÉ lyric fm will introduce listeners to passionate ecologists, musicians, artists, filmmakers and writers, as they share their inspirations. Where Life Sounds Greener promises to be an important celebration of the beauty and fragility of our world.

The series of inserts will feature people who work to protect and nourish our rich oceans, waterways, bogs and forests, and the animals and insects that live there. How has the power of music and the arts motivated them? How has music encouraged and inspired their connection with the natural world at a time when we need it most?

Tina Claffey captures minute bog universes through her lens; Sam Lee sings with the nightingales; Vincent Woods has created his own magical urban wood; and Cathy Davey sings songs to her rescued horses and pigs. These and more share their connection with the Earth, and acknowledge that a simple song or tune can hold so much power when we need inspiration and motivation.

BRYAN DOBSON ANNOUNCES HE IS RETIRING FROM RTÉ THIS SPRING

Broadcaster Bryan Dobson has announced that he has decided to retire from RTÉ at the end of April this year. Currently presenter of RTÉ News at One with Bryan Dobson on RTÉ Radio 1, Bryan has been a journalist and broadcaster with RTÉ News for 37 years. He has presented all of RTÉ’s flagship news programmes across television and radio during this time and anchored RTÉ’s television coverage of elections, and special state events.

Speaking about his departure for the first time, Bryan Dobson said: “After 37 fantastic years with RTÉ the time has come to move on. I will miss working with some wonderfully talented and hardworking colleagues. RTÉ journalism depends on teamwork and I have worked with some of the very best. I am grateful too to the listeners and viewers who have give me their time and attention over the years. I hope to have repaid that trust with reporting that was relevant, fair and accurate.

Kevin Bakhurst, Director General, RTÉ said: Bryan represents the best in public service journalism. For many years, he has brought a calm authority to the most important stories. Every day, he demonstrates a depth of knowledge and an absolute integrity in his work and has never been afraid to ask the toughest questions and hold the powerful to account. Bryan has demonstrated the capacity time and time again to tell stories of unbelievable tragedy as well as of great joy. A great colleague and mentor in the newsroom over many decades, he will be missed by all the team in News & Current Affairs.”

Bryan Dobson joined RTÉ in 1987 as a reporter with the RTÉ Radio 1 This Week programme. Later that year he was appointed RTÉ’s Business Correspondent, as well as presenting the television business programme Marketplace. In 1991 he became presenter of RTÉ One O’Clock News, later moving to present the Nine O’Clock News programme before being appointed anchor of the Six One News in 1996. He spent 21 years at the flagship programme, before moving to be part of the presenting team on Morning Ireland in 2017, the most listened to radio programme in Ireland.

He hosted Election 2020: Bryan Dobson Interviews… a new series in the run up to the last general election of must watch in-depth interviews with political party leaders, broadcast in prime time on RTÉ One. He has also worked on a number of RTÉ documentary programmes including The Madness from Within, an account of the Irish Civil War; Witnesses to War, which featured interviews with Irish veterans of the Second World War and guest presented special programmes on the Lusitania and 1916 Rising for RTÉ Nationwide.


OLIVER CALLAN ANNOUNCED AS NEW PRESENTER AT NINE O’CLOCK ON RTÉ RADIO 1

Oliver Callan will present a new morning programme Oliver Callan on RTÉ Radio 1, weekdays from 9am to 10am from Monday, January 29th. 

The announcement was made this morning, Saturday January 20th, on Brendan O’Connor on RTÉ Radio 1.

Oliver is already familiar to listeners across the schedule as an award-winning impressionist, with hit show Callan’s Kicks that has been running on RTÉ Radio 1 since 2012.

Oliver Callan said:“I am fierce excited to join RTÉ Radio 1 every morning for the hallowed hour of 9am – not least as it will finally stop every person I meet from asking about it. Mostly though, because 2024 is set to be the best possible year for being part of the national conversation, with seminal moments in elections, sport and culture coming. I plan to keep the comedy going, to celebrate Irish books, music and history and get serious when we need to. I can also promise to keep all on-air mentions of Monaghan to a minimum, like its legendary football, poetry and poultry.”

Peter Woods, Head of RTÉ Radio 1, said: “I’m delighted that Oliver Callan is joining RTÉ Radio 1 at nine o’clock. We’ve known Oliver for a long time, not least through Callan’s Kicks. He came in at the start of the Covid lockdown and gave the whole country a lift. Oliver is an accomplished broadcaster, who already has a connection with the RTÉ Radio 1 audience. He is starting a new journey with us now and he will have the full support of the RTÉ Radio 1 team in a programme that will bear his inimitable stamp.”

Uileann piper, singer and collector Séamus Ennis will also be inducted into the RTÉ Radio 1 Folk Awards Hall of Fame on the night. His son Christopher Ennis will be among the guests of honour at Vicar Street on the night.

The Lifetime Achievement Award winner for 2023 will be announced in early February, in advance of the awards. Previous winners are Mary Black (2022), Christy Moore (2021), Steve Cooney (2020), Moya Brennan (2019) and Andy Irvine (2018).

In what promises to be a very special night celebrating Irish folk music, the awards will feature live performances from many of this year’s nominees, including Eoghan Ó Ceannabháin, Niamh Bury and Bláth na hÓige, piper Sorcha Ní Scolaí and international stars Johnny McEvoy and Rhiannon Giddens.  RTÉ presenter John Creedon will again host the awards ceremony in front of a live audience.

The Six Nations kicks off on Friday 2 February with every game live and free-to-air across RTÉ and Virgin Media TelevisionCoverage includes Ireland Men’s, Women’s and U-20s campaigns

RTÉ and Virgin Media Television have today (Monday 15 January) released details of its joint Six Nations coverage, with all 15 Men’s Six Nations games live and free-to-air across the two broadcasters, ensuring sports fans get to enjoy every second of the action.Current holders and Grand Slam winners Ireland will kick start the tournament with a trip to France on Friday 2 February, with the match set to take place in Marseille. The game will be live on Virgin Media Television with RTÉ’s coverage beginning the following day with Wales v Scotland live on RTÉ2 and RTÉ Player.Ireland v Wales on Saturday 24 February and England v Ireland on Saturday 9 March will be live on RTÉ2 and RTÉ Player. RTÉ’s televised live games will see presenter Jacqui Hurley joined by an array of panellists and analysts including Jamie Heaslip, Bernard Jackman, Stephen Ferris, Fiona Coghlan, Donal Lenihan, Hannah Tyrrell and Jerry Flannery.Virgin Media Television will also show Ireland’s home tie with Italy on Sunday 11th February, as well as their final assignment at home to Scotland on Saturday 16th March. Joe Molloy will front the coverage, with Rob Kearney, Matt Williams, Shane Horgan, Andrew Trimble, Ian Madigan, Fiona Hayes, Grace Davitt and Eimear Considine among the panellists.
