RTÉ Statement – Enterprise Resource Planning (ERP) project

RTÉ Statement

“The Enterprise Resource Planning (ERP) project is one of the projects that was funded from the proceeds of RTÉ’s land sale in 2017, the initial business case for the project having been approved in September 2016. Its purpose was to replace five disparate, legacy systems that were used for Finance and HR which were at or near end of life (one of them having been installed in 2001, another two installed in 2003).

This project was one of 39 capital projects completed or being implemented by RTÉ since January 2020 and which cost in the region of €0.5m or more. The total spend for all such projects comes to c.€57m overall, with a total variance to the initial budget approved of less than €0.5m.

By way of background, following an extensive public procurement process in 2018, two suppliers were appointed, Lot 3 in the original tender. Furthermore, theirs was the cheapest proposal and it was considered that this proposal would be the most economically advantageous to RTÉ.

However, issues arose almost immediately, and the project was, by January 2019, already behind schedule. These issues were largely due to a lack of resources provided by those parties to the project, resource constraints within RTÉ, the build quality of the product in testing which did not meet expectations and over-ambitious timelines.  This was compounded in 2020 with the outbreak of Covid 19 and the disruption caused by same.

As a results of issues arising, the contract was terminated with one of the appointed suppliers This was the subject of a Settlement Agreement which is the subject of a confidentiality clause.

RTÉ then engaged extensively with the other supplier to agree a plan that would facilitate the supplier delivering the maximum possible value of the contract. Ultimately, in August 2022 the project restarted following a phased approach with an initial finance implementation followed by subsequent phases for HR and other auxiliary functionality.

The finance system went live in March 2023. RTÉ did not ultimately proceed with the HR modules. In accordance with accounting standards RTÉ was required to review and record impairments in respect of this project from 2019 to 2023. The majority of the impairment relates to the effort to deliver the HR part of the project, amounting to €2.3m. The remaining €1.3m related to the delay and effort in delivering the Finance element of the project. Impairments were noted in RTÉ’s approved Annual Accounts during the years 2020-2023, but more specific details relating to this project have been disclosed to the Minister as part of the review of capital projects.

This impairment is very much an exception in the context of extensive projects delivered annually by RTÉ. This is evidenced by the fact that in Q1 2023 RTÉ recognised that this project was an ‘outlier’ and had commissioned consultants (Ernst & Young) to conduct a review of it so that lessons could be learned to minimize the risk of recurrence. The Ernst & Young report was presented to the RTÉ Board’s Audit and Risk Committee at its meeting on 20th April 2023 and discussed. It was also discussed by the RTÉ Board at its meeting on 27th April 2023.

Furthermore, the corporate governance reforms introduced by RTÉ over the past 18 months are designed to mitigate against the risk of recurrence of such issues.

The HR tender was designed to replace the existing legacy HR systems with one modern, scalable, and secure solution that can support all the HR functions and processes of RTÉ. This system will enable RTÉ to address legacy workflows and reporting issues and be fit for purpose for the future.  Recommendation 22 (HR Information Systems) made in the Expert Advisory Committee’s Independent Review of Contractor Fees, Human Resources (HR) and Other Matters in RTÉ published by Minister Catherine Martin TD last year recommends that RTÉ prioritise the proposed investment in new HR information systems.”

RTÉ Investigates reveals details of Christian Brothers who were senior leaders and managed congregation’s assets are now convicted jailed child sexual abusers

– In a change to schedules, this new RTÉ Investigates documentary will be broadcast tonight at 9.35pm on RTÉ One and RTÉ Player

RTÉ Investigates: Christian Brothers – The Assets, The Abusers – YouTube

Details of two Christian Brothers who were senior leaders over the space of two decades, managing the congregation’s assets and are now convicted jailed child sexual abusers are revealed in a new RTÉ Investigates documentary to air tonight on RTÉ One and RTÉ Player.

Victims’ representatives say they are deeply concerned following discoveries by RTÉ Investigates that child abusers inside the religious congregation were at the heart of its leadership, managing its financial and business affairs in recent decades. The hour-long documentary by RTÉ Investigates reporter Rita O’Reilly also examines what the Christian Brothers order owns, how it’s handled property and school lands.

Br Martin O’Flaherty (73) was jailed for historical child sexual abuse in six successive trials over the last three years at Dublin Circuit Criminal Court —the latest, last month, when he was sentenced to five years on 15 counts of indecent assault on seven boys at Kilkenny CBS Primary School between 1976 and 1981.

O’Flaherty was a senior member of the Christian Brothers’ leadership for Ireland, England and Europe in the 12 years from 2002 to 2014. He was a founding member of the trustee company that manages the congregation’s assets and was a trustee of its English properties until December 2019, over a year after he was formally questioned by Gardaí, RTÉ Investigates has discovered.

He remains a trustee listed on the deeds of other congregation properties in Ireland, including Christian Brother retained lands at Monkstown CBC, where he was involved in a legal change to the property’s deed in 2022, over a year after he was charged with indecent assault.

After last year’s Scoping Inquiry predicted a vast scale of historical child sexual abuse in Irish schools, and recommended redress for victims, the Christian Brothers stood out, with the largest number of schools and the highest number of allegations.

As part of a wide-ranging investigation into Christian Brothers’ assets and abusers, RTÉ Investigates has uncovered hundreds of property transactions by trustees who hold assets in trust for the beneficial ownership of the congregation.

It has established that the Christian Brothers ran a total portfolio of over 800 properties since 1990. Senior Brothers, acting as trustees, held, sold, or transferred the 800 properties on behalf of the congregation over the past 35 years.

The Christian Brothers still own at least 270 properties, while the trustees sold or transferred some 530 other properties over those years.

Another senior Brother who was part of the leadership and involved in the trusteeship of congregation assets, has also been convicted for historical child sexual abuse. He cannot be named for legal reasons.
He controlled a project that received significant monies from a special Children at Risk fund established under the Department of Education as part of the response to revelations of clerical child sexual abuse in the 1990s.
He was also involved in decisions on the Christian Brothers’ approach to civil cases taken by child sexual abuse victims in the courts.

Child abuse survivor and victims’ advocate, Damian O’Farrell was at the forefront of a campaign in response to the Brothers’ leadership’s use of legal tactics against victims in the courts. In response to tonight’s findings said, “Now we know that there was two people in the leadership that have convictions. Were they behind some of that direction, you know, that disdain for victims”

To date, the state has funded the bulk of redress for abuse in residential industrial schools – many of them managed by the Christian Brothers – and for limited redress for survivors of Magdalen Laundries.

Dr James Gallen, Associate Professor at the School of Law & Government in Dublin City University, said the bill for redress for historical child sexual abuse in day and boarding schools is expected to be billions. He cited a Central Statistics Office survey estimating that when a Government-promised Commission of Inquiry is held, “there might be as much as 41,000 men and women, affected by sexual abuse in day schools.”

John Boland, one of a group of victims of a then Christian Brother teacher, Seán Drummond, at Creagh Lane CBS national school in the late 1960s, said that they believe the Christian Brothers “holds all the power” in the courts.

A survivor of Christian Brother abuse and victims’ advocate, Damian O’Farrell, who successfully campaigned for the Freedom of Drogheda granted to former Christian Brother leader Br Edmund Garvey in 1997 to be disregarded in 2023, said he believed the Christian Brothers has taken a step backwards since the Ryan Commission report into institutional child sexual abuse. “They haven’t moved, I would say they’re worse since the time of the Ryan Report and since the time of the industrial school redress scheme”, he said.

In response to tonight’s RTÉ Investigates documentary, the Christian Brothers said it reiterated “...our apology for the physical and sexual abuse that occurred in many former CBS schools” and stated that they “cannot comment on individuals, not least as some remain subject to ongoing legal processes”.

RTÉ Nationwide explores the heritage and communities of Dublin Port in a special week long series

All next week RTÉ Nationwide features Dublin Port, the largest freight and passenger port in Ireland with over €165 billion worth of trade flowing through it each year. Inextricably linked with the city, the port is over 300 years old and plays a critical role in our supply chain system as almost two thirds of the goods we use in our homes come through Dublin Port.

In the first programme of the Nationwide series beginning this Monday 28th April at 7pm, Bláthnaid Ní Chofaigh discovers how this working port functions from day to day. She accompanies one of the pilots as he travels out to Dublin Bay to board a ship in order to help navigate it into port and visits Vessel Traffic Service known as VTS which is the marine equivalent of air traffic control. With an increase of freight coming from Europe, Bláthnaid witnesses one of the larger ships nicknamed as Brexit Busters, unload eight kilometres of containers and she visits Customs and Revenue to see a sniffer dog at work.

The second programme in the series at 7pm on Wednesday night focuses on the history and heritage of Dublin Port, as Anne Cassin discovers how the port is directly linked with the shaping and development of the city, both economically and physically. “Dublin” Jimmy Murray welcomes Anne on board the old Liffey Ferry as they head downriver from the original port side near wood quay to where the modern port is today. She walks the Great South Wall and the North Bull Wall with the port’s Heritage Director Lar Joye to hear how these great feats of engineering made Dublin Port safe. She visits Pigeon House Harbour to see one of the finest examples of our industrial heritage, the Pigeon House Power station; And in the Dublin Port Memory and Story Project, she hears some former port workers reminisce about working at Dublin Port.

The third programme on Friday evening examines Dublin Port’s part in the social heritage of the city, as traditionally generations of families from areas like East Wall and Ringsend would have worked at the port. Today the port continues to have close connections with local communities as they welcome over four thousand visitors a week to their new greenway. Through their community engagement programme the port also supports various clubs and community groups from Clontarf to Sandymount. Right in the midst of the working port Bláthnaid Ní Chofaigh meets people on the Construction Skills Course run by St Andrews Resource Centre. This has been one of the big community success stories and to date 2,500 people been trained to work as general operatives on building sites. Inspired by real people and real stories from Dublin Port’s history, writer and theatre director Louise Lowe talks about some of her work she has produced and staged in the port itself including a play about an IRA unit of dock workers and a film about the women who worked at the Dublin Dockyard War Munitions Factory operating in the port during WW1.

Speaking ahead of the week long series of programmes, Nationwide presenter, Bláthnaid Ní Chofaigh said;‘’This bustling port is full of wonderment and great characters, this port that has been our eyes to the world, custodians of our island and the first friendly voice the sea farers of the world  will hear and yet it all grew from a small community of families and dockers in Dublin.’’

Nationwide presenter, Anne Cassin added; ‘’In Wednesday’s episode ofNationwide I delve into the history and heritage of Dublin City and Port and meet some fascinating people such as former dockers who describe Dublin Docks In olden days and look at ‘Dublin Port Memories’ where hundreds of retirees have been interviewed about their time working at the port. ‘’

WatchRTÉ Nationwide‘s special series on Dublin Port all next week, beginning Monday, Wednesday and Friday at 7pm on RTÉ One and RTÉ Player

New RTÉ series narrated by Brendan Gleeson tells the story of Kerry’s rich natural history

Episode one airs Sunday April 27th, 6.30pm on RTÉ One and RTÉ Player

Watch: Kerry: Tides of Time

Kerry: Tides of Time, a two-part series that tells the multi-dimensional story of the Kerry landscape, from its earliest origins, deep in the geological past, right up to the present day begins this Sunday April 27th at 6.30pm on RTÉ One and RTÉ Player. Narrated by Brendan Gleeson, the story is revealed by biologists, historians, ecologists and archaeologists who spend their lives connected to this landscape providing personal and often emotional insight.

This brand-new natural history series celebrating our island, is part of RTÉ’s commitment in delivering a range of unique Irish content that informs, entertains and inspires. The series was produced and directed by Katrina Costello, the filmmaker behind the acclaimed series, The Burren: Heart of Stone. The backdrop against which these films are set includes some of Irelands most iconic landmarks; from the Skellig Islands to Corrán Tuathail – Ireland’s highest mountain, and the magnificent National Park in Killarney.

Episode one explores the deep history, geology, and human story of Kerry. Starting on an isolated stretch of rocky shoreline that reveals evidence of the very first vertebrate life on earth, it progresses to tell the fascinating story of human culture in the county. It is the story of constant struggle between our ancestors who sought to make a living among the woods, mountains and valleys, and the landscape itself.

A number of leading experts bring their knowledge and personal perspectives to the narrative, including the archaeologist Billy Mag Fhloinn, marine biologist Cormac McGinley, nature activist Mary Reynolds, ecologist Susan O Donohue and many more.

Episode two is the story of a single, magical, year as the seasons play out through and across the county’s varied habitats. It looks in detail at the lives of some of the area’s most charismatic and fascinating wild inhabitants. Beautifully and sensitively filmed, it is an immersive and compelling record of the natural history of Kerry.

Badgers, Red Deer, Hen Harrier and Puffins are among the cast of characters whose lives are followed through the year. Specialist camera equipment captures a rare glimpse into the secret world of a badger clan, and rare access to the Skellig Islands immerses us in the spectacle of Puffin breeding season.

Beyond the natural history behavioural sequences, the film provides an emotional overview of how ecosystems function within the annual cycle of life, death and renewal, and how the modern world is impacting the lives of some of county Kerry’s more vulnerable species.

In order to authentically tell the story of the natural history of Kerry, the narrative is driven by passionate and knowledgeable advocates for the landscape and its wildlife.

Episode one of Kerry: Tides of Time airs Sunday April 27th at 6.30pm on RTÉ One and RTÉ Player. Episode two will air on Sunday May 4th.

Kerry: Tides of Time is produced by Silver Branch Films for RTÉ.

This VEP comprises a Voluntary Severance (VS) and Voluntary Early Retirement (VER) scheme and is open to employees who will have completed at least two years’ continuous service on the date your employment ceases.

Applications will be accepted until 5pm on Friday 23rd May.

The email noted that:

All applications will go through a five-stage review process throughout the coming months, with final decisions on all applications being made by the Leadership Team and final oversight by the RTÉ Board’s Remuneration and Management Committee.

Applications will be approved only where a robust business case is made, and it is confirmed that the role can be suppressed or that equivalent savings can be made by suppressing an alternative post and/or redeploying an employee into that role.
