RTÉ Response to Future of Media Commission Report Publication

12th July 2022

RTÉ would like to thank the members of the Future of Media Commission for their work, and to the hundreds of stakeholders, who participated in what was an extensive and in-depth deliberation on the future of media in Ireland.  It is gratifying to see that the report acknowledges the importance of a diverse and vibrant media, and the multi-faceted role that it plays within Irish life. Importantly the unique role of national public service media has also been affirmed in the report.

The commitment by Government today to link the licence fee to how media is now consumed is to be welcomed. This is critical given how much media consumption habits have been changed by the internet in the last decade. Reform of the TV Licence system is an issue which has been extensively debated and researched, and there are numerous other examples of remedial measures on an international basis. RTÉ would strongly impress upon Minister Martin, of the need to ensure any legislative changes and system reforms are progressed as quickly as possible and within the lifetime of this government.

Director-General Dee Forbes said:

“Over the past decade, RTÉ, along with numerous stakeholders, has called for the licence fee system, which is utterly broken, to be meaningfully reformed. The decision by Government today to align the obligation to pay the Licence Fee with how people consume media today is critical to ensure the future sustainability of the system. We will engage with the proposed working group as to the scope of legislative and system changes that are required, and we trust reforms will be decided upon and implemented quickly. RTÉ also welcomes that the Government is accepting the recommendations in the Report regarding the need for interim funding while the reforms to the Licence Fee system are being further examined.”

RTÉ will continue to do everything in its power to deliver a national public service media to be proud of; but implementing essential reform is essential to address persistent financial instability.  We very much welcome that the Future of Media Commission report strongly advocates that with the creation of the Media Commission, that a system of politically independent assessment, with binding recommendations on funding, is implemented within the next two years.”

RTÉ Chair, Moya Doherty said:

“I understand that difficult decisions are having to be made in extremely testing times for all governments at present and of course realise that the sustainability of public service media is but one of a raft of issues the government is considering.   I have been Chair of RTÉ for the last eight years and the financial instability caused by RTÉ’s funding model has dominated my time in the role.  The fundamental issue is that public service media must be able to articulate and represent the social, cultural and economic realities of its citizens while defending democratic process when it is under challenge.   RTÉ can only do that if it has assured and independent funding mechanisms in place with a foundation on which to deliver future media services and programming. While the Government decision to move to link the licence fee to how media is now consumed is welcome, how that is implemented and how quickly is more critical than ever. The RTÉ Board will be considering the implications of this Report and the Government response to it in due course”

As requested by Government, RTÉ will be engaging with the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media around the upcoming national budgetary process, in relation to the specific interim funding recommended for RTÉ in the Future of Media Commission Report.

RTÉ will be giving more substantial consideration to the Future of Media Commission report and the outcome of this process in the coming days, and liaising further with the Broadcasting Authority of Ireland, and the relevant government departments.

Commenting on her new role Sinéad said: “I have travelled every road of the north east region over the last three and a half years and I’ve enjoyed telling stories from across counties Monaghan, Cavan, Louth and Meath. At times some of these stories were difficult and sad. So many people opened their doors and hearts to me and I’m grateful for their kindness and friendship.”

“Being appointed Midlands correspondent is a dream come true. Having grown up in the region I have an intimate understanding of the issues and challenges facing people and business. I believe strongly in RTÉ’s regional coverage and I want to bring the issues, voices and stories of the midlands to a national audience.“

Sinéad will be taking up the post in the coming weeks.

Jon Williams to leave RTÉ

Jon Williams, Managing Director, RTÉ News & Current Affairs has confirmed today, (21 June 2022) that he will leave RTÉ at the end of July.

In a note to staff today he said:

“In 2017, we faced significant challenges and set out to future-proof RTÉ News & Current Affairs, identifying three editorial priorities: to become a genuinely ‘digital-first’ news organisation; to deliver more regional content; and to work more closely as ‘one News and Current Affairs’ division. Fast forward five years, and last week’s Reuters Digital News Report demonstrated that, today, not only is RTÉ the most trusted news source in Ireland, but RTÉ News is also the clear market leader online, while cementing its place as the number one choice on radio and TV.

We’ve gained new, younger audiences by creating and curating different types of content for social platforms. We’ve strengthened our weekend evening bulletins – frequently the most watched of any RTÉ programmes – with an increased presence outside Dublin. And whether it’s RTÉ Investigates, our recent deployment to Ukraine and the work on climate change, today the newsroom and current affairs are working more closely together than ever.

RTÉ News & Current Affairs was Ireland’s lifeline during the pandemic, with our trusted team providing the antidote to the fake news of anti-vaxers. We brought innovation to our coverage of the 2020 General Election. Our reporting of Brexit continues to be indispensable to many, not just in Ireland but across Europe – and in Britain too. We were on the ground as Russian troops crossed into Ukraine, reporting on the humanitarian crisis there, and here. Ní hamháin i mBéarla ach i nGaeilge freisin, rud a léirionn an rói tablachtach a bhíonn ag foireann Baile na hAbhann gach lá, ag bailiú nuachta i mBéarla agus i nGaeilge. RTÉ News is the first Irish news organisation to be independently audited as part of the Journalism Trust Initiative and awarded the European standard for trusted journalism. And we’ve worked with the NUJ, and others to ensure that RTÉ’s journalists are safer as they go about their work – whether the threat is online or outside.

We’re in the process of doubling RTÉ’s footprint overseas and we’ve begun to become a more diverse news organisation, on air and off. I’m proud that the Six One News was the first news programme in Ireland to be presented by two women – only broken-hearted that Keelin didn’t get longer to enjoy her success.

Nine years after I left London for New York and then Ireland, it’s time to go home. I chose to stay in Dublin during the pandemic, alone and unable to see those I love for long periods of time. I don’t mind admitting that I found that hard – and like so many others, it forced me to reassess my priorities and to prize family.

I’m grateful to so many people in the field, in the control room, in Dublin, across Ireland and beyond. The truth matters. Ireland is a better place for RTÉ. We stand on the shoulders of giants and to have had the opportunity to lead RTÉ News and Current Affairs has been the greatest privilege. I’m proud – and grateful beyond measure – for all that we have achieved together. I know RTÉ News and Current Affairs will continue to do great work. And know that I will be cheering you on from afar.”

Dee Forbes, Director General, RTÉ paid tribute to Jon:

“I would like to thank Jon Williams for the passion and dedication to journalism that he has brought to his role since day one. He has also been a hugely valued member of the RTÉ’s executive board and on behalf of the wider organisation I want to thank him for his contribution to RTÉ during his five and half years. As Jon returns to the UK to spend time with his family, he can do so in the knowledge that he has left a strong legacy.”
